When = Soon, but difficult to say exactly when as each OEM works on finalizing their offerings. The Windows Media Center team is working with each to make sure these make it to market as soon as possible. (Yeah, I know -- this sounds like a total non-answer -- it's really the best information I have at the moment.)

Where = Dell, Sony, Velocity Media, Toshiba and Niveus Media have announced they will be selling CableCard equipped Windows Media Center systems. Take your pick and start monitoring those OEM websites for ordering details.

And when can we build our own CableCARD equipped Media Center PC? Do we have to wait for the crackers to get their hands on it

No ETA on the Do It Yourself (DIY) CableCard machine. Eventually, I think you will see this be very mainstream -- but it takes a while to convince all persons involved.

I'll be first in line to get one. Basic cable is fine, but wouldn't mind being able to pass HBO through my Media Center system.

Please explain how DCT-recorded media survives a component failure. PC's are nortorious for failing in some of the least-expected ways: CPU and/or mainboard-component failures are not stuff of fantasy. Let's say I have 1TB of shows recorded and this happens (assume the HDD is not the point of failure). Let's say I just need to re-install the OS (which also is required more often than you think) -- does all that DRM'd material just go away? Seems like a very poor support experience for someone who spent upwards of $2500 for their CableLabs-certified, special-OEM-only, media center box.
Media Center rocks! DRM doesn't
